Business Immigration through Investment
Start or grow your business in the United States with EB-5 capital.
EB-5 capital for entrepreneurs, U.S. businesses and developers; EB-5 project design and structuring; and regional center projects for foreign investors through our regional center partners, in coordination with immigration counsel.
Start or grow your business in the United States
Fund your U.S. business or project with EB-5 capital.
We help entrepreneurs start a business in the United States and help U.S. companies and developers grow, by raising capital from EB-5 investors, a source of funding that is often far less expensive than conventional financing.
Start a business
For entrepreneurs establishing a new U.S. company, we help shape the business plan, structure and capital stack around EB-5 requirements.
Grow an existing business
For U.S. companies and developers, EB-5 capital can fund expansion, new facilities and real estate projects that create jobs.
Lower-cost capital
EB-5 capital is often priced well below conventional mezzanine debt or outside equity, because investors are motivated by immigration as well as return. Terms vary by project.
From plan to funding

The investor journey
How a foreign investor moves from choosing a project to permanent residence. Your immigration attorney leads every filing.
Regional center partners
For investors, we work with sponsors of USCIS-designated regional centers and introduce projects that fit each investor’s goals. Before a project is presented, we look at:
Job creation
A credible plan to create at least ten full-time jobs per investor, supported by an economic report.
Targeted employment area
Whether the project qualifies for the reduced investment amount in a rural or high-unemployment area.
Sponsor track record
The developer and regional center history with completed projects, I-526E approvals and capital repayment.
Capital stack
Where EB-5 money sits relative to senior debt and developer equity, and the protections around it.
Exit and repayment
A realistic path to repaying investors after the sustainment period.
Documentation
Clear offering documents reviewed with the investor's own immigration and securities counsel.
Rothswell may work with several regional center sponsors. Any EB-5 investment is offered only by the sponsor through its own offering documents to eligible investors. Nothing on this page is an offer of any security, and EB-5 investments carry risk, including loss of capital and immigration risk.
